Institute President Jonathan Bydlak will testify this Wednesday on Capitol Hill about the rise of unauthorized appropriations. The hearing, titled “Rise of the Zombies: The Unauthorized and Unaccountable Government You Pay For” is being held by the U.S. Senate Subcommittee on Federal Spending Oversight and Emergency Management and will be held on October 30th at 2:30 PM. More information can be found here.
Unauthorized appropriations describe the situation when Congressional appropriators continue to allocate funding even though a program or agency hasn’t properly had its funding authorized or otherwise has had its previous authorization run out. Currently, nearly a quarter of all discretionary spending has is current unauthorized, and that percentage has risen significantly in recent years with the general increase of budget dysfunction in Washington. More information about unauthorized appropriations can be found on the Institute website.
